ALCTS NEWSLETTER ISSUED 

The Volume 10, Number 3, May 1999, of the ALCTS Newsletter is now

reports on the 1999 Midwinter Meeting, late-breaking news,
photographs, and association updates that matter to you.

SERIALITY REPORT AVAILABLE FOR COMMENTS

As you know, the Joint Steering Committee for Revision of AACR (JSC)

organized and hosted in October 1997 the International Conference on
the Principles and Future Development of AACR.  One of the outcomes of
that Conference is a commissioned report on "seriality issues."  This
report includes recommendations for changes to the Anglo-American
Cataloguing Rules (2nd ed., rev.) "in order to accommodate new forms
of bibliographic resources and to better address the description of
serials and other resources that exhibit seriality."  

The report, prepared by CONSER Coordinator Jean Hirons, with the
assistance of Regina Reynolds, Judy Kuhagen, and the CONSER AACR
Review Task Force, is now complete and available for review and
comment on the World Wide Web at:
http://www.nlc-bnc.ca/jsc/ser-rep0.html.

Comments on the report, and particularly on its "Recommendations and
Future Considerations," are now being actively solicited by the JSC.

BIBCO MEETING REPORT AVAILABLE

The Summary Report of the BIBCO Operations Committee Meeting is now
available at: http://lcweb.loc.gov/catdir/pcc/bibcomeeting99.html. 
Held April 22-23 1999, the BIBCO and CONSER Operations Committee
opened with the CONSER Coordinator, Jean Hirons, discussing her report
to the JSC and a MARBI discussion paper.  A full report is provided in
the CONSER Operations Committee (OpCo) meeting summary report to be
available on the CONSER homepage.

Action items which resulted from this year's BIBCO OpCo discussion
include: 1) assuring that communication between the two operation
committees continues to be coordinated; 2) identifying programs/issues
which foster cross-fertilization and setting schedules in order to
allow OpCo members to attend meetings of interest to both; and 3) the
development of a BIBCO FAQ directed at library administrators as well
as a substantive BIBCO FAQ.

The decision taken at last year's meeting to implement a national
level default series tracing practice resulted in a lengthy
discussion.  The scope of these issues mandated the creation of a
small working group responsible for reporting its findings to the PCC
Steering Committee, who, in turn, will forward recommendations to the
Standing Committee for Standards for consideration.

Other issues included a discussion on program record quality and
planning for the Training the BIBCO Trainer workshop which is
scheduled for October 13-15, 1999. The Operation Committee members
were provided several briefings of general interest.  One was on the
disposition of SACO proposals and the tracking system developed to
determine the time it takes a proposal to work its way through the
review process which has resulted in new procedures for submission of
proposals. A briefing on the progress of the ILS implementation was
presented by Ann Della Porta, ILS assistant implementation coordinator
and a joint OpCo briefing was provided by Lynn El-Hoshy, CPSO subject
specialist, on the form/genre, geographic subdivisions, and field

BANNED BOOKS WEEK 1999 ANNOUNCED

Banned Books Week - Celebrating the Freedom to Read is observed
during the last week of September each year.  Observed since 1981, the
annual event reminds Americans not to take this precious democratic
freedom for granted.  Banned Books Week is sponsored by the American
Booksellers Association, the American Booksellers Foundation of Free
Expression, the American Library Association (ALA), the Association of
American Publishers, the American Society of Journalists and Authors
and the National Association of College Stores.  The Library of
Congress Center for the Book endorses it.  The 1999 Banned Books Week

FORUM ON FORM SUBDIVISIONS

The ALCTS CCS Subject Analysis Committee (SAC) Subcommittee on Form
Headings/Subdivisions Implementation is again sponsoring an
educational forum on the use of subfield v, for coding form/genre
subdivisions in subject heading fields. Following the session during
Midwinter (which was standing-room only), many questions about the
background of this change were raised.  There continue to be questions
regarding how to code LCSH strings.  Arlene Taylor has agreed to
provide information about the background and Adam Schiff has agreed to
help with the training session.  Lynn El-Hoshy and Tom Yee will
provide an update on Library of Congress implementation progress.  It
will be held Friday, June 25, 1999 7:00-9:00 PM, at the Sheraton
Hotel, Ponchartrain Ballroom A, in New Orleans.

NEW IMLS AWARD

On the occasion of the 25th Anniversary of National Library
Legislative Day, Beverly Sheppard, Acting Director of the Institute of
Museum and Library Services (IMLS) announced the brand new National
Award for Library Service.  The award will celebrate outstanding
American libraries that make significant and exceptional contributions
to their communities.  The Director of IMLS will make the award with
the advice of the National Commission on Libraries and Information
Science (NCLIS).  NCLIS Chairman Jeanne Hurley Simon, remarked, "There
is an extraordinary amount of imagination and innovation in America's
libraries.  The National Award for Library Service will not only
recognize the best examples of this creativity; it will also allow
that creativity to be applied in countless other libraries." 

For the past five years the Institute has offered a similar award
recognizing outstanding public service in museums.  First Lady Hillary
Rodham Clinton has recognized museum award winners at White House
events during October's Arts and Humanities Month.  "These awards are
an important way for IMLS to use its federal role to recognize and
encourage leadership in the library and museum communities.  They
place a national spotlight on the role of these critical institutions
in our society," Sheppard noted.  The award will be given annually.  

Sheppard called for nominations for the 2000 competition.  Any
individual may submit a nomination, and nominations of libraries of
all sizes and types are encouraged.  The principal criterion for
selection is the library's community service.  Achievements such as
attracting new audiences, establishing programs which address current
social or economic issues, and fostering collaborations with other
institutions in the community should be highlighted.
 
The deadline for nominations is November 20, 1999.  Nomination
guidelines and information will be available after June 1 at the IMLS
website, www.imls.gov or by calling IMLS at 202-606-8637.
