ALCTS PUBLISHES BOOK AND SERIAL VENDORS DIRECTORY
Book and Serial Vendors for Eastern Europe and the Former Soviet
Union is the third title in the Foreign Book and Serial Vendors
Directories series, published by ALCTS Foreign Book Dealers
Directories Series Subcommittee, a committee of the ALCTS Acquisitions
Section Publications committee.
Edited by Barbara Hall, the directory includes information gathered
from Association of Research Libraries member libraries. Respondents
included large research libraries with active overseas acquisitions
programs. The publication is designed for acquisitions librarians who
are contemplating placing orders with vendors from Eastern Europe or
the Former Soviet Union.

PRESERVATION REPORT AVAILABLE ON NETSL WEB SITE
A report on Jane Hedberg's talk, "First Steps: Basic Preservation
Techniques and Strategies," is now available on the New England
Technical Services Librarians web site. Ms. Hedberg (Wellesley College
Library, Wellesley, Mass.) gave this presentation as part of the New
England Library Association's Annual Conference, October 1998. The URL

NETSL's 1999 Spring Conference, "Technical Services in the New
Millennium: Exploring the Electronic Frontier," to be held on April
19, 1999, at the College of the Holy Cross, in Worcester, Mass.

Information) and Eric Lease Morgan (North Carolina State University).

DIANE FRANKEL TO STEP DOWN
Diane Frankel announced that she would be stepping down as Director
of the Institute of Museum and Library Services at the end of March
1999. Originally appointed by President Bill Clinton to be the
Director of the Institute of Museum Services, Frankel led the agency
through its transition to include federal library as well as museum
programs. During her five and one half years of federal service,
Frankel established a record of achievement that has helped bring
museum and library service to millions of Americans nationwide.
Frankel will join the James Irvine Foundation. She has been
appointed Program Director in Children, Youth and Families. In
addition to managing that portfolio, Frankel will be responsible for
the development of a multi-year initiative to create and support
networks of organizations, institutions and coalitions committed to
advancing the educational development of school-aged children in
California communities. Frankel will provide leadership to a team of
program directors, associates, project managers and consultants in the
development of this new initiative. She will be responsible for
developing the program's conceptual framework, its goals and
objectives and the grant-making strategies that will support capacity
building of community organization, community mobilization, parent
involvement, media engagement and project evaluation.

JO ANN CARR LCATS RESEARCH AWARD WINNER
Library Collections, Acquisitions, and Technical Services (LCATS) has
announced that Jo Ann Carr is the recipient of the 1999 Research
Award. Carr is Director of the Instructional Materials Center, School
of Education at the University of Wisconsin-Madison. Her proposal,
"Full Text Journal Databases and Frequently Cited Titles: A Content
Analysis," has been funded as the 1999 Library Collections,
Acquisitions, and Technical Services Research Award. Her study will
assess the ability of four full-text journal databases to provide
access to core journals as reflected by the Institute of Scientific
Information's Journal Citation Reports. The four full text databases
to be studied are Academic Search Full Text from Ebscohost; Expanded
Academic ASAP from IAC; Periodical Abstracts Research II Full Text
from ProQuest; and Wilson Web Full Text. The coverage of these
databases will be compared against the most frequently cited titles as
reflected in the 1998/99 edition of Journal Citation Reports. This
study will build upon previous work by the author in assessing the
coverage of core titles in the fields of education and biology.
Carr's proposal was the overwhelming choice of the five-member LCATS
review committee. To quote one of the reviewers, "Every library is
struggling with the myriad of full-text databases available. A study,
such as this one, that proposes to examine both quality and quantity
will be a significant contribution bringing a measure of scientific
analysis to evaluating resources would be extremely useful."

IFL TEEN PRECONFERENCE
The deadline to register for the "Teens in the 21st Century: Access
for the Future" preconference scheduled for Thursday, June 24, to
Friday, June, 25, 1999, in New Orleans, has been extended through
March 9.
"Teens in the 21st Century: Access for the Future" is designed for
librarians who work with young adults and are interested in
intellectual freedom. Attendees will develop advocacy skills that
will allow them to speak out on a wide range of topics related to
intellectual freedom. They will learn how to deal effectively with
challenges to both print and electronic formats, and gain the tools
they need to address intellectual freedom issues and challenges into
the new millennium.
Speakers include Chris Crutcher, author of Ironman, Running Loose,
Stotan! and other YA and adult novels; Andrew Case, Steven Case and
Stevana Case, plaintiffs in Case et al. v. Unified School District
233; Nancy Garden, author of Annie on My Mind; Joe Janes, founder of
the Internet Public Library; Bennett Haselton, founder of Peacefire;
Steven Herb, chair, ALA Intellectual Freedom Committee; Judith F.
Krug, director, ALA Office for Intellectual Freedom; and twelve
teenagers from Louisiana and around the country.
The institute is scheduled from 1:30 to 5:00 p.m. on Thursday, June
24. Dinner will be served from 6:00 to 8:00 p.m., followed by a
dessert reception hosted by ALA President Ann K. Symons. The
institute continues on Friday, June 25, at 8:30 a.m. Lunch will be
served from noon to 1:30 p.m., followed by the remainder of the
institute, which will end by 5:00 p.m.
The preconference institute fee is only $45 (includes 1-1/2 day
institute and two meals). Those interested in applying for this
preconference must complete an application form.

the form. Applications will be reviewed and participants selected in
March. Applicants will be notified in early April. One hundred
applicants will be accepted from around the country.
